UNCHOR OS Partner Data Access Terms
Version 2026-10-23. Effective 23 October 2026.
These terms are a contract between SyncPesa Technologies Limited ("we") and an organisation approved as an UNCHOR OS data partner ("you"), such as an internet provider, a mobile network operator, a research institution, a regulator or an organisation that trains or evaluates AI systems. They apply together with the Terms of Service and the Acceptable Use Policy.
The purpose of partner access is simple: networks run with UNCHOR OS see where connectivity fails. With the permission of the operators who run those networks, we share that knowledge, as anonymous totals, with the organisations that can fix the problems, on condition that they actually help fix them.
1. What you receive
- Anonymous totals only. Datasets are totals per country, internet provider and day (such as the number of contributing networks, median and 95th-percentile latency, packet loss and minutes of outage). They never contain names, phone numbers, email addresses, device addresses, network addresses, site locations or anything about a person's browsing.
- Only with permission. A network contributes only while its operator has turned on "Share anonymous network quality with internet providers". Operators can turn it off at any time; later totals then exclude their network.
- Only when safe. A total is published only when at least five different workspaces contribute to it and no single workspace makes up most of it. Smaller totals are withheld, not rounded.
- Described. Each dataset comes with a description of its fields, how it is calculated, its minimum group size, its known limitations and the period it covers.
2. How you access it
- We issue API keys to named people in your organisation. Each key carries only the datasets you were approved for, and an expiry date of no more than one year.
- Keys are shown once, are stored by us only as a hash, and can be revoked by you or by us at any time.
- Every request is recorded with the key, the dataset, the parameters and the number of rows returned. You may ask for your access log at any time.
- Requests are rate-limited. Automated collection beyond the documented interface is not permitted.
3. Your obligations to support the networks
Access is given in exchange for helping the people whose networks produced the data. When UNCHOR OS detects a problem that affects several networks served by your organisation (such as a regional outage or sustained packet loss), it opens a support case for you through the partner interface. You agree to:
- name a support contact and an escalation contact, and keep them current
- acknowledge each support case within the response time agreed at approval (no longer than 24 hours, and 4 hours for an outage affecting ten or more networks)
- record what you found and what you did, and close the case when it is resolved or explain why it cannot be resolved
- not use a support case to market products to the operators concerned
We measure how many cases you acknowledge within the agreed time over each 30-day period. If fewer than 80% are acknowledged in time, we warn you; if this continues for a second consecutive period, access is suspended until it improves. Your record is shown to you in the partner interface.
4. What you may and may not do with the data
You may use the data to find and fix network problems, plan capacity, report on service quality, conduct research, and train or evaluate AI systems that improve connectivity.
You must not:
- try to identify, or combine the data with other information to identify, any person, business, network or site
- sell, sublicense or publish the raw datasets, except as totals in your own reports that keep the same minimum group size
- use the data to target, price, deny or degrade service to any operator or person
- use the data for surveillance, law enforcement or credit decisions
- keep the data longer than needed for the approved purpose, and in any case longer than 2 years after your access ends
You must protect the data with security appropriate to its nature, and tell us within 72 hours if it is accessed without authorisation.
5. Attribution and publication
When you publish findings based on the data, state that they are based on anonymous totals from networks run with UNCHOR OS, and the period they cover. Do not suggest that we endorse your conclusions.
6. Fees
Partner access is free unless a separate written agreement sets a fee. We may introduce fees for high-volume access with 60 days' notice.
7. No warranty about the data
The data reflects what gateways measured. It can be incomplete, and networks that contribute are not a random sample of all networks. It is provided "as is", without warranty that it is complete or fit for a particular purpose. Our liability under these terms is limited as section 12 of the Terms of Service describes.
8. Suspension and ending access
We may suspend or end access if you breach these terms, if your support record falls below the level in section 3, or if an operator, a regulator or the law requires it. You may end access at any time by revoking your keys and telling us. On ending, you must delete the raw datasets within 30 days, except totals already published in your own reports.
9. Applying
Organisations apply on the partners page at https://unchor.co.ke/partners. Questions: the contact form at https://unchor.co.ke/contact (topic: Partnerships and data access).
